Vomit cascades down from second story windows, a layer of dust encases the bathroom ventilation system which feed directly into the residential hallways, mildew surrounds the fixtures and tubs in the bathrooms, and toilets are often clogged, with dirty seats. These are just a few examples of the living conditions one could observe on a stroll through Juniper Hall, the residence hall at Central Oregon Community College.
